A Reddit user spotted a new option from the App Store that allows users running older version of iOS to download older compatible version of apps. With each major OS upgrade developers update app to comply with changes in iOS. Sometimes those changes break functionality for older iOS versions. Apple generally has a high upgrade rate, but still some users choose to wait things out or simply can't upgrade old hardware.
It appears this feature will notify users that an app requires a higher version of the OS and prompt them to download an older version. The example shows an iPhone running iOS 4.x trying to install an app requiring iOS 5.
